Public Sector GHG TARGET MANAGEMENT SCHEME

Greenhouse Gas Target Management System in Public Sector ?

A system in which target departments such as central administrative agencies, local governments, public institutions, and local public corporations set annual goals for greenhouse gas reduction and continuously implement reduction activities.

Promotion background and basis

  • In accordance with the Framework Act on Carbon Neutrality, the public sector greenhouse gas target management system has been operated since 2011.
  • Target organizations such as central administrative agencies, local governments, and public institutions must reduce greenhouse gas emissions over 50% compared to the annual average greenhouse gas emissions (baseline) between 2007 and 2009 by 2030.

Criteria of target organizations

  • According to the announcement of the Ministry of Strategy and Finance in 2022, there are 789 institutions subject to evaluation, including 45 central administrative agencies, 243 local governments, 17 provincial and provincial offices of education, 311 public institutions, 140 local public enterprises, and 33 national and public universities

2. Small scale buildings with a gross floor area of 100㎡ or less

3. Leased facilities with lease period of 1 year or less.

4. Kindergarten, Elementary-middle-high schools

5. Protective Facilities, Correctional Facilities and Immigration Facilities

6. Senior Citizen Welfare Facilities, Welfare Facilities for the Persons with Disabilities, Facilities for Homeless People, Daycare Centers

7. Facilities directly connected and related to the national security-defense.

8. Emergency motor vehicles etc

Based on the average annual greenhouse gas emissions from 2007 to 2009, reduction targets are set every year.

  • As for the reduction target after 2020, the reduction target at an appropriate level is reset and presented in consideration of the national GHG emission forecast and reduction target amount by sector
