We will create a safe soil environment!!
The objective of soil environment policy support is to provide a technical consulting to MoE or Local municipalities if it is difficult to decide who has a responsibility for remediation on the polluted soil. The Government clarifies responsibility for remediation and defines remediation command priority. Through this policy support activity, we can preserve the soil ecosystem and create a safe living environment. If the remediation cost exceeds the land price or proportion of person in charge of remediation, MoE can give financial support to person who has a responsibility.
Who is the person responsible for Soil remediation?
- 1stAny person who causes soil contamination.
- 2ndThe owner, occupant, or operator of facility (※facility : such as Gas station. Any facilities which can cause soil contamination)
- 3rdAny person who has comprehensively succeeded to the rights and liabilities.
- 4thAny person who previously owned or presently owns or occupies land on which soil contamination has occurred.
If there are more than two suspected polluters, the head of local municipalities may request a consultant to with the Soil Remediation Advisory Committee.
Criteria for supporting expenses for Soil remediation
- In case that the remediation expences significantly exceeds the portion of person who has liablity for remediation or expected future profit by operating the facility.
- In case that the cost exceeds the value of contaminated land if the land was owned before December 31, 2001.
- Other cases determined by Presidential Decree for which expenses for Soil remediation, etc. need to be subsidized.

Supporting Expenses for Soil remediation operating system
We will build policy supporting foundation for systematic soil
management for preventive management of soil-groundwater pollution!
The goal is to establish a policy supporting foundation for systematic management of
the soil environment necessary for preventive management.
1) Data collection and establishment of the database on potential contamination sources that can contaminate soil and groundwater such as hazardous materials, toxic materials, waste related facilities, shooting ranges and etc.
2) Background concentration of soil contaminants survey of the whole nation
3) Integrated management of soil environmental information
Investigation of soil contamination sources and establishing the inventory
We are investigating the facilities that may contaminate the soil in the whole country, establishing database and we plan to use them as policy data.
Soil background concentration survey for soil environment mapping
We are investigating the background concentration of soil contaminants such as lead, cadmium, and copper in the soil of the entire country and we plan to use them as policy data.
Development of utilization methods for soil policy
By linking the established soil environmental information database with land information, we plan to provide the information of the people and use them as policy data.
We are working to prevent of topsoil erosion
It takes 100 to 300 years to be made 1cm Topsoil.
To manage and preserve the Topsoil, we will investigate the Topsoil status in the area of the river basin and the water resource area. The purpose is the support for the policy for Topsoil erosion management and soil erosion prevention.
Topsoil erosion?
Topsoil may be lost by natural phenomena, such as rainfall, wind, or artificial effects. The loss of Topsoil cause eutrophication, increasing turbidity and decreasing the functionality of the soil.
