• Ministry of Environment(Water Quality & Aquatic Ecosystem Division) : Operation and management, policy establishment and implementation of the entrusted treatment wastewater electronic transfer system
• Korea Environment Corporation : System operation management, including system use approval, basic information entry, and system function improvement
• ELocal government : Check processing information, video information, etc. required for guidance crackdown, check real-time electronic handover processing of entrusted wastewater, and check statistical information
• Wastewater consignment business operator: Input and confirmation of information on the transfer of wastewater when discharging entrusted wastewater
• Wastewater treatment company: Registration of wastewater acquisition information using mobile electronic transfer app, attachment of verification equipment such as weight sensors and GPS to wastewater transport vehicles

Legal basis

• Article 66.2 of the Water Environment Conservation Act (computerized treatment of entrusted wastewater)
• The Minister of Environment shall establish and operate a system for electronically managing the details, etc. of the handover and acquisition of entrusted wastewater.
• Wastewater consignment businesses and wastewater treatment businesses shall enter matters prescribed by Presidential Decree, such as matters concerning the handover and acquisition of wastewater, into the electronic handover and acquisition management system as prescribed by Ordinance of the Ministry of Environment.
• Ministry of Environment Notice No. 2019-175 on the establishment, operation, and use of an electronic handover and acquisition management system for entrusted wastewater
